Commissioners Minutes - Tuesday, July 14, 2026

The Sheridan County Board of Commissioners met in regular session at 9 A.M. on July 14, 2026. All members present along with County Clerk Sindy Coburn, Clerk of District Court Carol Stouffer and Treasurer Renee Thies. Krotz stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted on the official website and published in the Sheridan County Journal Star on July 8, 2026.

Messersmith made a motion to accept the agenda. Kling seconded the motion. With a roll call vote all voted aye.

Messersmith made a motion to approve the minutes of 7-7-2026. Kling seconded the motion. With a roll call vote all voted aye.

The board audited and approved claims.

County Treasurer Renee Thies presented her Pledged Security Report and the Federal Fund Expenditure Report.

Interim Road Superintendent Rod Norton visited with the board about water issues on the roads. Norton flagged several locations where water was over the road.
Norton reported that the new tanker has arrived.
Norton informed the board that it’s about time for bridge inspections. Mainelli Wagner & Associates out of Lincoln will do all bridges at one time. The board asked about anyone on staff that would be interested in becoming certified to inspect bridges. Norton will visit with his staff. Norton will contact Mainelli Wagner & Associates for this year.
The board continued an earlier discussion regarding the possible sale of the Vahrenkamp bridge. Norton stated that if the County put a new top on the bridge that they may be interested in buying it. Messersmith will contact Marc Vahrenkamp.
The board reviewed a Resolution to direct Norton to do a study of the County Road #217 between Sections 17 and 20 in Township 32 North, Range 44 West. A petition signed by 13 landowners within ten mile radius was presented to the board June 9, 2026. Messersmith made a motion to adopt Resolution #2026-13 directing the Interim Road Superintendent to do a study of County Road #217 and report back to the board. Kling seconded the motion. With a roll call vote all voted aye.

Sheriff Brewer reported that the pickup repairs were way more than he anticipated, but it is back up and going. The board asked Brewer about the cameras that citizens are talking about on social media. Brewer informed the board that they are Automated License Plate Readers. They are used to track stolen vehicles among other things. Brewer said they have helped with crime control. Residents are noticing them more now because they are being leased from a new provider and they have much larger solar panels.

Veteran Service Board requested the board approval on members. Kling made a motion to re-appoint Kris Pyle as the Veteran Service Chairman for 1 year. Messersmith seconded the motion. With a roll call vote all voted aye.
Messersmith made a motion to re-appoint Dean Witt to the Veteran Service Board for 5 years. Kling seconded the motion. With a roll call vote all voted aye.

Chairman Krotz asked for Closed Session for the Prevention of Needless Injury to the reputation of an individual. Commissioner Kling asked if the County Attorney was going to be present. Krotz stated that he had not requested her presence. Kling felt that she should be present. Krotz withdrew his request. 

John Cannon, Director of the Nebraska Association of County Officials (NACO) appeared to visit with the board about the NACO services that are available and to update the board on recent and pending legislation.
