Commissioners Minutes - Tuesday, February 17, 2026

The Sheridan County Board of Commissioners met in regular session at 9:15 A.M. on February 17, 2026. All members present along with Clerk Sindy Coburn, Treasurer Renee Thies, Clerk of District Court Clerk Carol Stouffer, Assessor Tina Skinner and Interim Road Superintendent Rod Norton. Krotz stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted in the Sheridan County Journal Star on February 11, 2026 and posted on the official website.

Kling made a motion to accept the agenda. Messersmith seconded the motion. With a roll call vote all voted aye.

Kling made a motion to approve the minutes of 2-10-2026. Messersmith seconded the motion. With a roll call voted aye.

The board audited and approved salary claims and signed claim checks.

The board reviewed the audit report for 2025. Messersmith made a motion to accept the 2025 Audit report presented by Dana F Cole & Company LLP. Kling seconded the motion. With a roll call vote all voted aye.

Caitlin Roes, Extension Educator reported on the Rural Grocery Store Learning Cohort. A program designed to support independently owned grocery stores in rural communities.

Melissa Mracek presented the board the proposed lease agreement for the Extension office building located at 800 South Loofborrow in Rushville. The owner of the building is asking for an increase of $200/month in rent and for the county to pay all utilities. The board will take the proposal under advisement.

Interim Road Superintendent Rod Norton visited about the 1 & 6 year road projects. Norton informed the board that his crews are still hauling gravel and cutting trees. Norton asked if the moisture comes if it is permissible to work overtime. The board agreed to utilize the opportunity. 

Local Resident Diana Robins appeared to express her appreciation for Rod Norton’s timely response to her request for road work in her area.

County Surveyor Carl Gilbert joined the meeting by telephone to discuss his efforts to correct a number of fraudulent surveys performed by Blew Associates out of Arkansas. The surveys were not up to state standards, and many were never filed with the state. The surveyor from Blew Associates had had his license revoked. Gilbert will work to make the corrections and invoice the clerk for his work.

At 11 A.M. Jenna Habegger of the Nebraska Department of Transportation convened a Webex meeting to discuss the project kick off regarding the re-surfacing sandhill trails in the Antioch area.
Present: James Krotz, Dan Kling, Bruce Messersmith, Sindy Coburn, Rod Norton, Carol Stouffer, Renee Thies, Mark & Deb Cover, Charlie & Dana Hamilton, Wyatt Walker & Logan McDonald.
