Commissioners Minutes - Tuesday, November 18, 2025

The Sheridan County Commissioners met in regular session at 9:15 A.M. on November 18, 2025. All members present along with Clerk Sindy Coburn, Clerk of District Court Carol Stouffer, Assessor Tina Skinner and Interim Road Superintendent Rod Norton. Krotz stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted on the official website and published in the Sheridan County Journal Star on November 12, 2025.

Kling made a motion to accept the agenda. Messersmith seconded the motion. With a roll call vote all voted aye.

Messersmith made a motion to approve the minutes of 11-12-2025. Kling seconded the motion. With a roll call vote all voted aye. 

The board audited and approved salary claims and signed claim checks.

Charlie Hamilton appeared to report that he had been elected President of Road District #43 and wanted guidance on the duties. Messersmith gave input and told him to refer to the statutes. 

Interim Road Superintendent Rod Norton informed the board that he has turned in the mowing list to the Clerk.

Kling made a motion to approve Resolution #2025-29 setting the mowing hearing for December 16, 2025 at 11 A.M. in the Commissioners Room. Messersmith seconded the motion. With a roll call vote all voted aye.

Building Superintendent Jeff Davis reported that the new water fountain has been installed at the annex building. After discussion it was decided that we could not have the device in the Courthouse lobby due to the hot water.

Clerk of the District Court Carol Stouffer visited with the board about the State Network for the internet. Her office is having difficulties running their equipment due to the fact that the State network isn’t big enough to accommodate all the offices. The State bandwidth is maxed out and they are wanting the counties to go on their own network. Assessor Skinner stated that she has been having trouble also.

The board will contact Great Plains to request an update of their earlier proposal.

Extension Service 4-H Educator Melissa Mracek appeared to inform the board that the lease agreement for the building is due in April 2026. In conversation with Linders she plans to increase the rent. Mracek also had questions about the Extension Sinking Fund.

Sheriff Jeff Brewer stopped in with nothing to report.

Discussion was had about salaries for the Elected Officials for the 2027-2030 term. No decision at this time.
