Commissioners Minutes - Tuesday, September 17, 2024 While this is believed to be an accurate statement of the minutes, it is not the official version. Any errors or discrepancies are those of the writer. The Sheridan County Commissioners met in regular session and by Zoom (ID#87981717732 Passcode# 625274) at 9:08 A.M. All members present along with Deputy Clerk Paige Rager, Treasurer Renee Thies, Clerk of District Court Carol Stouffer and Interim Road Superintendent Rod Norton. Krotz stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted on the official County website and posted in the Sheridan County Journal Star on September 11, 2024. Kling made a motion to accept the agenda. Messersmith seconded the motion. With a roll call vote all voted aye. Messersmith made a motion to approve the minutes of 9-10-2024 with two corrections within the wording.Kling seconded the motion. With a roll call vote all voted aye. The board audited and approved claims. Treasurer Renee Thies was present to discuss the funds for Road District 31, 33, 36 and 43 and propose transferring of funds to Nebraska Public Agency Investment Trust (NPAIT). After discussion, Kling made a motion to authorize Treasurer Renee Thies to cashout the District 31 CD at BMO and invest funds with NPAIT. Messersmith seconded the motion. With a roll call vote all voted aye. Messersmith made a motion to close District 43 savings account and invest the funds with NPAIT. Kling seconded the motion. With a roll call vote all voted aye. Kling made a motion to invest a portion of District 33 and 36 funds to NPAIT; leaving a portion in each existing fund. Messersmith seconded the motion. With a roll call vote all voted aye. The board authorized Chairman James Krotz to write a letter to GMC of Chadron to inform them that Fire District 1 is funded by Sheridan County tax dollars; therefore is qualified to purchase a new grass-rig using the Sheridan County fleet number. Interim Road Superintendent Rod Norton was present to give an update on the road department. Norton stated that roadside mowing should be starting soon but expressed concerns of fire hazards due to a lack of rain. Norton suggested that the County extend the roadside mowing deadline for such time to hopefully reduce the risk of fires. The board approved the roadside mowing extension. Building and Grounds Superintendent Jeff Davis was not present for an update. Sheriff Jeff Brewer was not present for an update. Public Comment: Clerk of District Court Carol Stouffer was present to express concerns regarding a proposed change in mileage reimbursement rate for Building and Grounds Superintendent. Attorney Jamian Simmons informed the board that the proposed mileage reimbursement rate is allowed but should be documented within the board minutes. Simmons also stated that the next update of the County Handbook should reflect the new policy. Adjourn: 12:20 P.M.
