Commissioners Minutes - Tuesday, February 28, 2023

The Sheridan County Commissioners met in regular session and by Zoom (ID# 93997918251 Passcode 625274) at 9:15 A.M. All members present, along with County Clerk Sindy Coburn, Treasurer Renee Thies, Clerk of District Court Clerk Carol Stouffer and Highway Superintendent Richard Cross. Messersmith stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted on the official County website and posted in the Sheridan County Journal Star on February 22, 2023. 

Krotz made a motion to accept the agenda. Kling seconded the motion. With a roll call vote all voted aye. 

Kling made a motion to approve the minutes of 2-21-2023. Krotz seconded the motion. With a roll call vote all voted aye. 

The board reviewed a building agreement with the Senior Services, Inc. for the right to occupy the office in the south-west corner of the Road Department building. Krotz made a motion to renew the lease agreement with the Senior Services (Open Plains Transit) for the period of July 1, 2023 to June 30, 2025 with no changes. Kling seconded the motion. With a roll call vote all voted aye. 
The rental value for the office space is part of the local match required by the Federal/State grant. 

Road Superintendent Richard Cross met with the board. Discussion was had on the request from Dan Otte for reimbursement for removing snow on county roads. The board agreed that no such reimbursement will be made unless there is a prior, written agreement approving the work. 

The board visited with Cross about advertising for the hauling of rock. Bids need to be opened in public meeting and the date and time of opening, and required tonnage need to be in the advertisement. 
Cross presented the board with a quote from Nebraska Machinery for a CAT Snowblower to review. Cross requested the approval of ARPA funds to purchase a snowblower and quick hitch attachment in the amount of $175,144. Kling made a motion to approve Resolution #2023-6 for the request of the purchase of a snowblower and quick hitch attachment for $175,144 from the ARPA fund. Krotz seconded the motion. With a roll call vote all voted aye. 

Clerk of the District Court Clerk, Carol Stouffer presented the board a Memorandum of Understanding proposed by the Administrative Office of the Courts, Probation and Sheridan County. The MOU is to facilitate transfer of audio-visual components, equipment, or full systems from the State to the County. Kling made a motion to accept the MOU from the State Court Administrator to transfer ownership of the equipment. Krotz seconded the motion. With a roll call vote all voted aye. 

The Elected Officials met to review and discuss possible updates to the County Employee Handbook. No action taken at this time.
