Commissioners Minutes - Tuesday, April 20, 2021

The Sheridan County Board of Commissioners met in regular session and by zoom at 9:05 A.M. on April 20, 2021. Zoom ID 3358213334 Passcode 625274. All members were present along with Sindy Coburn County Clerk, Renee Thies County Treasurer, Richard Cross Road Superintendent & Tina Skinner County Assessor by zoom. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. This meeting was posted on the official county website and published in the Sheridan County Journal Star on April 14, 2021. 

Messersmith made a motion to accept the agenda. Krotz seconded the motion. All voted aye. 

Messersmith made a motion to approve the minutes of 4-13-2021. Krotz seconded the motion. All voted aye. 

Krotz made a motion to audit and approve salary claims. Messersmith seconded the motion. With a roll call vote all voted aye. 

The board signed claim checks. Road Superintendent Richard Cross informed the board he has visited with Deputy County Attorney Jamian Simmons about the agreement with the landowner where gravel is being stored. Simmons needs to revise the agreement before it is signed. Commissioner Krotz asked about the replacement of road signs. Cross stated that he is seeking quotes from suppliers for the replacement signs. The board requested a progress report at the May 11 meeting. Cross requested the board to declare some old signs and an old pickup flatbed for surplus. Messersmith made a motion to declare 6 pallets of faded and usable signs and an old pickup flatbed as surplus for sale to the highest bidder. Krotz seconded the motion. With a roll call vote all voted aye. 

County Clerk Sindy Coburn asked what was going on with the road closing request from Gerald and Joyce Johnson. The request was brought to the board on the 26th of January. Cross stated that he is waiting to get more information from the Johnson’s. 

Chet Ellsworth appeared to visit with the board under public comment. Ellsworth asked about the recordings/transcripts of the board meetings. The board explained that all the meetings are open to the public and are available thru Zoom. The meetings are not recorded and there are no official transcripts. The minutes are prepared by the County Clerk and reviewed and approved by the board at the next meeting. 

Building & Grounds Superintendent Jeff Davis reported that the backup generator will require preventative maintenance this summer. Davis also asked the board if they still want the glass shields for the office counters. The board felt that it was a good idea to have them. Davis has checked with Chadron Glass and they will make them and install them for around $2500. 

Jeremy Harris of MANNA visited with the board via Zoom to discuss security audits. Several questions were asked about the procedure of the audits. No decision made. 

The board conducted a quarterly inspection of the Jail.
