Commissioners Minutes - Tuesday, May 19, 2020

The Sheridan County Board of Commissioners met in regular session at 9:20 A.M. by Zoom as advertised by public notice. All members present. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. Messersmith made a motion to accept the agenda. Krotz seconded the motion. All voted aye. 

Krotz made a motion to approve the minutes of 4-28-2020 and the 5-7-2020. Messersmith seconded the motion. All voted aye. 

Marie Nelson, County 4-H coordinator met with the board to give an Extension Update. Nelson stated that to date they have made over 600 face masks for the community. 

The board audited and approved salary claims and noted that the claim checks had been approved. 

Road Superintendent Tom Kuester reported that they have hauled enough gravel on to 133rd Trail to finally get it above water. Discussion was had on extending the gravel hauling with private contractors. 
  Chuck Lemp reported that the gavel project on the Cowboy Trail east of Gordon is nearing the half-way point. 

Approximately 27,000 ton of ballast has been reclaimed, crushed and cleaned. Lemp felt that if we have anything like normal rainfall the project should be done by the end of summer or early fall. The contract is for 60,000 tons and the County has right of first refusal on anything over that. 
    The board discussed an exit proposal from Tom Kuester and agreed that he would retire June 1 with no continuing consulting agreement. Kuester has been with the county for 35 years. 

Building Superintendent Jeff Davis reported that the handrails for the Courthouse South entrance should be done and installed within a couple of weeks. Plexiglas for the respiratory health screens has been hard to come by. Davis is working on it. 
    The steps at the jail are to begin June 15. 

Chief Deputy Everett Langford requested permission to use $34,486 of E-911 funds to purchase radio equipment for which a grant has already been approved. When grant funds are received the money with be reimbursed to the E-911 fund. Krotz made a motion to authorize the Sheriff Department to use $34,486 from the E-911 funds to purchase radio equipment and reimburse the funds when grant money comes in. Messersmith seconded the motion. With a roll call vote all voted aye. 

Marlin Sandoz owner of the Fuel Grill requested approval for an application to the Liquor Commission for a Special Designated License to serve alcohol at the Barn Dance at Galyen Farms on June 19, 2020. Krotz made a motion to approve the SDL for Fuel Grill for June 19, 2020. Messersmith seconded the motion. With a roll call vote all voted aye. GIVE Director Bev Wellnitz met with the board to review the paid leave policy and to request that an HP 3500 printer be declared surplus. Krotz made a motion to declare the HP 3500 printer surplus. Messersmith seconded the motion. With a roll vote all voted aye. 

The board reviewed a sub-division request. Messersmith made a motion to approve Resolution #2020-10 authorizing the sub-division request for Dwight Rasmussen and Catherine Sutera for 5 acres in Section 35 Township 32 Range 44. Krotz seconded the motion. With a roll call vote all voted aye. 

County Clerk Sindy Coburn informed the board that there is no increase in the BC/BS health and dental premiums for the coming year. Krotz made a motion to sign the sub-group 
application renewing BC/BS with no increase in premium. Messersmith seconded the motion. With a roll call vote all voted aye. 

Krotz made a motion to elect the Accidental Death and Dismemberment benefit from AFLAC as the "free option" for County employees for the coming year. Messersmith seconded the motion. With a roll call vote all voted aye.
