Commissioners Proceedings Statement - Monday, August 12, 2019

Present were Chairman Loren Paul, Commissioners Bruce Messersmith and James Krotz and Clerk Sindy Coburn.

Alicia Felton and Paige Feddersen of The Bean Broker in Chadron presented a request to submit an application to the Liquor Control Commission for a Special Designated Liquor License to serve a wedding reception at Galyen Farms 9/21 & 9/22. The Commissioners voted to approve the submission of the application. 

Assessor Tina Skinner requested that nine items of office equipment from her office be declared "surplus" so that it might be sold or otherwise disposed of. The Commissioners approved the request.

The Commissioners voted to approve a proposal submitted by Gardner, Loutzenhiser & Ryan of Chadron for the audit of the 2018-19 books.

Road Superintendent Tom Kuester informed the Board that the road west of Pleasant Point Church washed out (again!) following a torrential rain last Saturday.

Kuester also informed the Board that he has instructed his crews not to grade roads where landowners have mowed using a wind-rower leaving large amounts of grass and weeds on the surface. The windrows make grading counterproductive. 

The Commissioners voted to allocate tax authority to the following political sub-divisions in the amounts noted: 
Agricultural Society – 65,000; 
Historical Society – 9,530; 
Road District 33 – 10,258; 
Road District 36 – 4,101. 
Subdivisions not listed here were not allocated tax authority.

Jeremy Harris, the county information technology services provider, reported, by telephone, on the continuing development of a hardware/software assessment and upgrade proposal for county offices.

The Elected Officials and Departments Heads joined the Commissioners to review and propose changes to the County Employee Handbook.

The next scheduled meeting of the Board of Commissioners is Monday, August 19.
